Following the merger of Binh Thuan, Lam Dong, and Dak Nong, under the directive of General Secretary Tô Lâm, the new Lam Dong province will become an inter-regional development hub. This new entity will connect the highlands, midlands, and coastal areas, driving green economic growth and modern infrastructure.
Forming a Value Chain from the Highlands to the Sea
On June 9 in Da Lat City, General Secretary Tô Lâm and a Central Government delegation held a working session with the Standing Committees of the Party Committees of Lam Dong, Binh Thuan, and Dak Nong provinces. The meeting focused on accelerating the implementation of key resolutions regarding organizational restructuring and inter-regional development.
According to the General Secretary, the merger of these three provinces will create a new Lam Dong province of immense scale: an area of 24,233 km² with a population of over 3.3 million people. This will be the largest administrative entity in the country, possessing a diversity of geography, culture, and resources—a solid foundation for building a multi-sector and sustainable development model.

Lam Dong is known for its strengths in high-tech agriculture and a temperate climate. Da Lat City is being planned as a smart ecological urban area, a high-quality tourism center, and a hub for modern agricultural research.
Dak Nong possesses vast mineral resources, such as bauxite, and a diverse cultural ecosystem from its indigenous communities, in addition to its Global Geopark title.
Binh Thuan is a strong and rapidly growing hub for renewable energy and coastal tourism, with a long coastline, significant marine economic potential, new industrial parks, and a developing logistics network.
General Secretary Tô Lâm remarked on the new Lam Dong province: “The linkage of the highlands, midlands, and coast will help form an inter-sectoral value chain, creating linked urban centers and a unique ecological tourism region. This will foster a contiguous, efficient, and sustainable development space.”
New Lam Dong Province: Develop Quickly, but It Must Be Green and Sustainable
The General Secretary praised the combined advantages of the new Lam Dong province, asserting that this will be the foundation for vigorously developing new economic models such as the green, circular, digital, and knowledge economies. He urged the province to establish innovation centers in Da Lat, Gia Nghia, and Phan Thiet, connecting universities, research institutes, and technology businesses to form an inter-regional startup ecosystem. This will create a favorable, equitable environment for private enterprises to thrive, especially for SMEs and new-style cooperatives.

The new Lam Dong province has been directed to promptly draft a comprehensive socio-economic development plan. This plan must be based on an open spatial structure that connects the three ecological regions and forms a strategic East-West development axis linking the Central Highlands to the East Sea. This will not only be a new development artery but also a strategic corridor for security and defense, connecting to key economic and technology centers in the South.
The General Secretary specifically emphasized the need for strict protection of sensitive ecological areas, such as the watersheds in the Central Highlands, the La Nga and Luy River basins, and the Binh Thuan coastal region. He considers these to be essential “ecological shields” for the entire South Central Coast and Southeast regions.
Development Guided by Industry Clusters
General Secretary Tô Lâm called on the new Lam Dong province to urgently revise its master plan for socio-economic development. This plan must integrate an open spatial structure that connects the three ecological regions—highlands, midlands, and coast—aiming to create a synchronized, unified development entity with a strong ripple effect.
The province’s development should be guided by industry clusters: heavy industry, manufacturing, and supporting industries in the coastal plains; agricultural and forestry processing, and renewable energy in the highlands; and developing the Phu Quy and Da Lat special zones into international-level tourism centers. The province must reinvigorate traditional growth drivers—investment, exports, and consumption—while simultaneously developing new ones like the digital, green, and circular economies. A priority is to decisively resolve stalled projects to free up resources and remove difficulties for investors.
First, a unified, modern, effective, and efficient government model must be established, one that is suited to the diverse terrain and rich culture of the highlands-coastal region. The province should accelerate the implementation of key routes like Da Lat – Duc Trong – Bac Binh-Phan Thiet-Vinh Tan, prioritizing investment in expressways, railways, seaports, logistics infrastructure, renewable energy, and digital infrastructure.

Mr. Tran Hong Thai, Chairman of the Lam Dong Provincial People’s Committee, stated: After the merger of Binh Thuan, Lam Dong, and Dak Nong, the new Lam Dong province will have a significant advantage in connecting economic development centers. It will not only be a hub for high-tech agriculture and ecological tourism but will also possess abundant mineral resources like bauxite and titanium—among the largest reserves nationwide—and a system of large-scale industrial parks located close to Ho Chi Minh City, a leading economic center in the South.
In the coming term, the province needs to focus on a strategy for efficiently exploiting its resources, attracting investors in deep processing, renewable energy, and high-quality export goods. These are the solid foundations for building a sustainable future for the business community and local residents.
Within this new vision of Lam Dong as an inter-regional development hub, Binh Thuan is emerging as a strategic growth pole in the South Central Coast region.
